<p>Abortion-rights opponents in Michigan are clashing over political endorsements made by Right to Life of Michigan, and a new antiabortion group is calling for drastic changes, the <cite>Detroit News</cite> reports. The controversy came to a head when Right to Life of Michigan did not endorse U.S. Rep. Pete Hoekstra as the state&#8217;s Republican gubernatorial candidate, despite Hoekstra&#8217;s 100% ranking from National Right to Life group. Hoekstra lost to Rick Snyder in the Republican primary in August.</p>
<p>A new antiabortion-rights group, Citizens Alliance for Life and Liberty, has questioned Right to Life of Michigan&#8217;s influence and criticized its endorsement process. CALL is collecting signatures of conservative leaders within the state who are willing to support the new group politically and financially. CALL also is demanding the resignation of Right of Life of Michigan President Barbara Listing and a restructuring of its endorsement process.</p>
<p>Right to Life of Michigan defended its effectiveness, as well as its endorsement of Attorney General Mike Cox (R) for the gubernatorial race. Its officials said they do not feel threatened by CALL. Pamela Sherstad, a spokesperson for Right to Life of Michigan, said the group chose to endorse Cox because he had won two statewide campaigns and had promoted antiabortion-rights efforts as state attorney general (Schultz, <cite>Detroit News</cite>, 11/6).</p>

<p>In the wake of a Nebraska law (LB 1103) banning abortion after 20 weeks&#8217; gestation, Nebraska-based abortion provider LeRoy Carhart plans to establish clinics offering abortion services late in pregnancy in three other states, the <cite>Omaha World-Herald</cite> reports. The law, which took effect Oct. 15, prohibits abortion after 20 weeks based on supporters&#8217; claims that fetuses can knowledge pain at that stage. Abortion services after 20 weeks&#8217; gestation are allowed only to save the life of the woman or prevent major physical injuries.</p>
<p>Carhart said on Tuesday that he intends to challenge the law, adding, &#8220;We feel it is definitely unconstitutional.&#8221; It could be several months before a challenge is filed, the <cite>World-Herald</cite> reports (Braden, <cite>Omaha World-Herald</cite>, 11/10). &#8220;In the meantime, I need a place for females to go,&#8221; Carhart said.</p>
<p>The first with the new clinics will open by Dec. 6 in a Maryland suburb of Washington, D.C., using the second in Council Bluffs, Iowa. The third site will provide services at an existing clinic in Indianapolis, Ind., Carhart said. The three clinics will join the current Bellevue, Neb., clinic to form the Carhart Centers for Sexual and Reproductive Health. (<cite>AP/Chicago Tribune</cite>, 11/10). Carhart said private donations and financing will fund the estimated $1.5 million needed to open the clinics.</p>
<p>Julie Schmit-Albin, executive director of Nebraska Right to Life, said Carhart&#8217;s expansion to other states indicates the strength with the Nebraska law and signals that it was &#8220;the right strategy&#8221; (<cite>Omaha World-Herald</cite>, 11/10).</p>

Philip &#8220;Flip&#8221; Benham, director of the North Carolina-based antiabortion-rights group Operation Save America, was convicted of stalking a physician after distributing hundreds of &#8220;wanted&#8221; posters targeting abortion providers, the <cite>Charlotte Observer</cite> reports. A Mecklenburg County, N.C., district judge sentenced Benham to two years of probation and barred him from going inside 300 feet of abortion clinics and 1,000 feet of one provider&#8217;s home (Ordonez, <cite>Charlotte Observer</cite>, 11/10).</p>
<p>The posters read in bold letters, &#8220;Wanted &#8230; By Christ, to Stop Killing Babies.&#8221; They included photos, names and addresses for several Charlotte-based abortion providers and encouraged people to contact the physicians at their clinics (Ordonez, <cite>Charlotte Observer</cite>, 11/9).</p>
<p>Prosecutors argued that the posters could lead to violence against abortion providers. One doctor testified that he felt like there was target on his back since with the posters, the <cite>Observer</cite> reports.</p>
<p>Benham said that his group does not condone violence and that prosecutors are trying to connect OSA to extremist groups. He called the verdict a violation of his totally free speech rights and said he plans to appeal.</p>
<p>Abortion-Rights Advocates React </p>
<p>The verdict drew praise from abortion-rights advocates who say Benham is part of a decades-long domestic terrorism movement targeting abortion providers, the <cite>Observer</cite> reports. Since 1997, there have been more than 6,250 acts of violence against abortion providers in the U.S. and Canada, in accordance with the National Abortion Federation. Several providers have been killed in other cities after similar &#8220;Wanted&#8221; posters were distributed, including in Wichita, Kan., where George Tiller was murdered in 2009.</p>
<p>DuVergne Gaines, legal coordinator for the Feminist Majority Foundation, said, &#8220;Reasonable people will look at this and say clearly this can be a death threat.&#8221; She added, &#8220;It scares doctors [and] terrifies them out of continuing to provide services for females that [are] guaranteed by the Constitution of the United States&#8221; (<cite>Charlotte Observer</cite>, 11/10).</p>

<p>The American Civil Liberties Union of Ohio is assisting the antiabortion-rights group Susan B. Anthony List in a case that &#8220;tells us a great deal about threats to conviction and free speech in modern American politics,&#8221; <cite>Wall Street Journal</cite> columnist William McGurn writes. At problem is actually a billboard ad that SBA List planned to run against Rep. Steve Driehaus (D-Ohio), one of several House Democrats the group campaigned against for supporting the well being care reform law (PL 111-148). The ad said, &#8220;Shame on Steve Driehaus! Driehaus voted FOR taxpayer-funded abortion,&#8221; based on McGurn. &#8220;Driehaus filed a complaint using the Ohio Elections Commission saying the SBA List wording violated a state campaign law against &#8216;false statements,&#8217;&#8221; McGurn explains.</p>
<p>Carrie Davis, an ACLU Ohio lawyer working on the case, said ACLU does not believe the health reform law allows federal funding for abortion services, as SBA List claims. She pointed McGurn to an amicus curiae brief stating, &#8220;The people have an absolute right to criticize their public officials, the government really should not be the arbiter of true or false speech, and the best answer for bad speech is more speech.&#8221;</p>
<p>McGurn argues that Driehaus likely filed the complaint because he knew the ads would be put on hold pending the investigation, allowing him to tell voters that a government body agrees that SBA List was making a false statement. &#8220;Whichever side you come down on, surely we can agree that it is outrageous that an unelected body of political appointees is deciding who&#8217;s telling the truth in a campaign,&#8221; McGurn writes. He concludes by commending SBA List President Marjorie Dannenfelser &#8220;for speaking up for life and holding our pols accountable&#8221; and &#8220;Ms. Davis and the ACLU Ohio for standing up for [SBA List's] right to do so&#8221; (McGurn, <cite>Wall Street Journal</cite>, 11/9).</p>

<p>A day after announcing plans to open three new clinics to provide abortion services late in pregnancy, Nebraska-based physician LeRoy Carhart provided some details about the facilities but declined to provide specific locations, the <cite>Washington Post</cite> reports. Carhart is one of the few abortion providers in the U.S. known to perform the procedure within the second half of pregnancy. He plans to expand services at an Indiana facility and open new clinics in Iowa and near Washington, D.C., to fill a void left by the 2009 murder of George Tiller, a Kansas abortion provider who was murdered by an antiabortion-rights activist (Stein, <cite>Washington Post</cite>, 11/11).</p>
<p>Carhart is expanding outside of Nebraska simply because of a new state law (LB 1103) that prohibits abortion services after 20 weeks&#8217; gestation based on supporters&#8217; claims that fetuses can experience pain at that stage. Carhart believes the law is unconstitutional and likely to result in a lengthy legal battle, adding that he &#8220;need[s] to have a place where [he] can practice&#8221; within the meantime. Officials with the Center for Reproductive Rights, who have represented Carhart in other cases, said they will proceed with a challenge to the Nebraska law when the circumstances are appropriate (Funk, AP/CBS News, 11/11).</p>
<p>Details of the D.C. Clinic </p>
<p>The Washington-area clinic will be the first to open, on Dec. 6. Carhart initially will work at the clinic with a nurse and hopes to eventually add two more doctors. In addition to abortion care, the clinic will offer services such as contraception for ladies and vasectomies, he said.</p>
<p>Several factors were considered when choosing the location, including access to public transportation and airports and the jurisdiction&#8217;s abortion laws. Based on the <cite>Post</cite>, the District of Columbia has the fewest abortion restrictions inside the region, with no specific laws governing the procedure later in pregnancy. Maryland and Virginia prohibit abortion after viability &#8212; typically considered around 22 weeks&#8217; gestation &#8212; except when the woman&#8217;s &#8220;life and health&#8221; are threatened, as determined by a physician. Virginia law calls for a second doctor&#8217;s opinion for an abortion after viability.</p>
<p>Carhart would not disclose the location of the facility, citing concerns about abortion protests. He said patients will be informed of the location &#8220;when they call,&#8221; adding, &#8220;The &#8216;antis&#8217; will find out soon enough, but I don&#8217;t want to help them. We will be subject to protests, but I&#8217;m not going to give them a head start.&#8221;</p>
<p>Several antiabortion-rights groups said they were skeptical that Carhart has raised enough money to open the new clinics. Cheryl Sullenger of Operation Rescue said, &#8220;We&#8217;re going to do what we can to limit his ability&#8221; to perform abortions in the Washington, D.C., area, &#8220;either though the laws or peaceful prayer and protests and sidewalk counseling.&#8221;</p>
<p>Tiller&#8217;s Death Limits Access to Late Abortions, Advocates Say </p>
<p>Abortion-rights advocates are praising Carhart&#8217;s plans, saying that access to abortion services later in pregnancy has been hindered since Tiller&#8217;s death. Abortions later in pregnancy account for a &#8220;tiny fraction&#8221; of the 1.2 million procedures performed each year in the U.S., the <cite>Post</cite> reports. The government does not collect data on late abortion, and physicians who perform the procedures publish little information.</p>
<p>Many abortion-rights advocates say that late abortions typically are performed only when necessary, such as in cases of severe fetal abnormalities or life-threatening complications for the woman. Vicki Saporta, president of the National Abortion Federation, said, &#8220;For many women who find out that they are carrying fetuses with anomalies incompatible with life, there are no real choices.&#8221; She said that some females &#8220;can get care at a hospital near where they live, but more often they have to travel to an abortion provider who specializes in providing that care.&#8221; Tiller&#8217;s death has placed &#8220;a real void&#8221; on this care, Saporta said, adding that Carhart&#8217;s new clinics &#8220;will expand women&#8217;s access to abortion care, and hopefully females will not have to travel as far to obtain the care that they need&#8221; (<cite>Washington Post</cite>, 11/11).</p>

<p>During an appearance in Texas on Wednesday, Sarah Palin criticized President Obama&#8217;s support for abortion rights and claimed that the federal health reform law (PL 111-148) would allow federal funding for abortion services, the <cite>AP/Atlanta Journal-Constitution</cite> reports (Robbins, <cite>AP/Atlanta Journal-Constitution</cite>, 11/11).</p>
<p>Palin, the 2008 Republican vice presidential candidate and former Alaska governor, was speaking at a Dallas event sponsored by Heroic Media, a conservative group that promotes abortion alternatives. Texas Gov. Rick Perry (R), who opposes abortion rights, also spoke at the event.</p>
<p>Palin said that Obama is &#8220;the most pro-abortion president to occupy the White House&#8221; and claimed that the health reform law will allow federal funds to be used for abortion services. The law is the &#8220;mother of all unfunded mandates,&#8221; Palin said, adding that the &#8220;ramifications of this [law are] horrendous&#8221; (Tinsley, Fort Worth <cite>Star-Telegram</cite>, 11/11).</p>
<p>The well being reform law includes several provisions to prevent federal funds from being used for abortion services. Obama also signed an executive order affirming that no federal funds would be used for the procedure. However, many antiabortion-rights advocates argue that neither the law nor the executive order is strong enough to prevent such funding.</p>
<p>During her speech, Palin praised Perry and Texas Attorney General Greg Abbott (R) for their opposition to abortion rights and the health reform law, adding that &#8220;we have to fight back against this federal power grab&#8221; (<cite>AP/Atlanta Journal-Constitution</cite>, 11/11). Perry in his remarks called for monitoring the federal government and protecting the rights of fetuses. He said, &#8220;We&#8217;ve got to protest even louder and let them know we are fed up&#8221; (Fort Worth <cite>Star-Telegram</cite>, 11/11).</p>

<p>Members with the Philippine House will try to pass a single, comprehensive family planning bill before Congress adjourns in June 2011, despite strong opposition from the Catholic Church, the <cite>AP/Miami Herald</cite> reports. The lawmakers said on Thursday that they plan to hold public hearings in two weeks on six different versions with the proposal, which will address family planning, sex education, prevention of unsafe abortions, improving maternal and child health, poverty reduction and safeguards for women&#8217;s rights.</p>
<p>Rep. Jose Maria Zubiri said many with the Philippines&#8217; problems &#8220;stem from the fact that too many Filipinos make too many children that they cannot afford to take care of.&#8221; He added that the &#8220;over-rapid and unsustainable population growth&#8221; with the last three decades &#8220;was faster than the economic growth that could support it.&#8221; The country&#8217;s population has doubled in the last 30 years to an estimated 94 million people.</p>
<p>Rep. Edcel Lagman, a main supporter of the bill, said about 100 of the 278 House members signed on as co-authors of various versions with the measure. He is confident the final version with the bill will receive support from a majority of lawmakers and from President Benigno Aquino. Aquino has recently stirred debate over the concern by expressing his belief in a right to contraception. His predecessor, Gloria Macapagal Arroyo, opposed similar legislation throughout her nine years in office.</p>
<p>Catholic Church officials oppose artificial contraception and sex education, arguing that it is the responsibility of parents to educate their children. Lagman said most with the opposition to the bill comes from the church hierarchy, not citizens.</p>
<p>Prevention of Unsafe Abortions </p>
<p>Rep. Luz Ilgan of the Gabriela Women&#8217;s Party said that the proposal will reduce the incidence of unintended pregnancy and unsafe abortion. An August report by the Center for Reproductive Rights found that in 2008, about 560,000 Filipino ladies sought abortion services involving crude and painful methods. The report noted that about 90,000 females suffer complications from abortions and an estimated 1,000 die each year. Complications stemming from abortion services are among the top 10 reasons Filipino women seek hospital care (Teves, <cite>AP/Miami Herald</cite>, 11/11).</p>

<p>~ &#8220;Steph Herold: Tweeting To End Abortion Stigma,&#8221; Serena Freewomyn, Feminists for Choice: As part of a weekly series, &#8220;Feminist Conversation,&#8221; Freewomyn features a Q&#038;A with Steph Herold, a reproductive justice advocate who founded the website IAmDrTiller.com to commemorate the work of murdered Kansas abortion provider George Tiller and others. Herold &#8220;caused quite a stir&#8221; by creating the #ihadanabortion hashtag on Twitter, Freewomyn writes. Herold discusses her motivation for starting the blog, her involvement with all the New York Abortion Access Fund, and her views on feminism. She also describes the impetus behind the Twitter hashtag, noting that despite the fact that the &#8220;anti-choice movement has tried to make abortion the sin of a few bad women,&#8221; in reality, &#8220;abortion can be a regular part of women??s lives&#8221; (Freewomyn, Feminists for Choice, 11/10).</p>
<p>~ &#8220;Daddy I Do: &#8216;Purity&#8217; World is Tough for Ladies,&#8221; Sarah Seltzer, RH Reality Check: A new documentary &#8212; &#8220;Daddy, I Do&#8221; &#8212; &#8220;explores the &#8216;purity&#8217; movement and the consequences of abstinence-only policies in America,&#8221; Seltzer writes. The documentary suggests that the father-daughter aspects of the purity movement give it &#8220;a major &#8216;creep factor,&#8217; which is one with the reasons that many in America&#8217;s mainstream turn away from the idea of abstinence,&#8221; Selzter adds. Despite this, &#8220;as &#8216;Daddy I Do&#8217; reminds us, one in six girls actually do pledge purity in America and 90% break that vow.&#8221; The documentary also prompts questions about &#8220;whether these vow-breakers are armed together with the knowledge they require when statistics bear out and they do start &#8216;sinning&#8217;&#8221; and &#8220;whether the moral and ideological standards of one group has the right to determine, even intrude, on the educational standards of the whole population,&#8221; Seltzer continues. She writes that the documentary carries &#8220;an overarching theme that regardless of whether women are getting used for their bodies or told that their bodies are sacred, these girls are defined by men and don&#8217;t have control over their own sexuality &#8212; which leads to a lack of manage over their own identities&#8221; (Seltzer, RH Reality Check, 11/10).</p>
<p>~ &#8220;Mendacity Exposed: Researcher Debunks the Big Lie on Abortion and Mental Health,&#8221; Jodi Jacobson, RH Reality Check: Jacobsen cites a recent column on the <cite>Daily Beast</cite> that makes the case &#8220;about the complicity of both the Obama Administration and the mainstream media in perpetuating lies about [President] Obama&#8217;s policies told by the far right for the duration of midterm election campaigns.&#8221; Based on Jacobson, those lies not only &#8220;shaped public opinion&#8221; but also &#8220;the outcome of the election.&#8221; She argues that the column&#8217;s &#8220;analysis can easily be extrapolated to the failure of mainstream media &#8212; and of government officials &#8212; to do their job within the debate around abortion.&#8221; This point &#8220;was forcefully and eloquently argued&#8221; in a recent <cite>Washington Post</cite> opinion piece about false claims that abortion causes mental health problems &#8212; a claim that has sparked legislation in several states. Jacobson writes that &#8220;lies used to advance political and ideological agendas are a central component with the anti-choice uber-strategy, but these same efforts to distract, deflect, and misinform are becoming an increasingly prevalent and uncontested characteristic of our social discourse more broadly.&#8221; In &#8220;the abortion debate as within the political debate writ large, campaigns gear up to &#8216;inform&#8217; via misinformation, leading to &#8216;misinformed choices&#8217; that comport together with the agendas of those in power or who wish to be in power,&#8221; Jacobson adds (Jacobson, RH Reality Check, 11/10).</p>
<p><!-- BEGIN GOOGLE AD FOR LONG STORIES --><!-- END GOOGLE AD FOR LONG STORIES -->~ &#8220;Washington State Wants To Let Pharmacies Deny Ladies Plan B,&#8221; Alex DiBranco, Change.org&#8217;s &#8220;Women&#8217;s Rights&#8221;: DiBranco discusses the Washington state Board of Pharmacy&#8217;s recent 3-2 vote allowing the board to revise a rule that demands pharmacies to dispense legal medications, including emergency contraception. According to DiBranco, the board likely was forced to revise the rule due to the fact it was &#8220;faced together with the prospect of a lawsuit from a small group of pharmacists opposed to&#8221; EC. She notes that board member Dan Connolly was recently quoted inside the media as saying that &#8220;the state can&#8217;t afford to be involved in a lengthy lawsuit.&#8221; DiBranco writes, &#8220;You know what girls looking for emergency contraception can&#8217;t afford? To be denied access at their local pharmacy, to run out of time to take the medication since they can&#8217;t get to an actual comprehensive provider fast enough, to be faced with an unwanted pregnancy and the decision of regardless of whether or not to have an abortion because their attempt to be responsible and take Plan B when their standard birth control method failed was stymied.&#8221; She adds that more Washington residents &#8220;have already registered their intense disapproval of overturning the established rule, the vast majority of commenters with the opinion that pharmacies shouldn&#8217;t be able to refuse legal time-sensitive medication on a whim&#8221; (DiBranco, &#8220;Women&#8217;s Rights,&#8221; Change.org, 11/10).</p>
<p>~ &#8220;Anti-Choice Abortion Legislation and Pro-Choice Females Voters,&#8221; Amie Newman, RH Reality Check: In an article in <cite>The Nation</cite>, columnist Katha Pollitt &#8220;talks about the relentless pursuit, on the part of anti-choice lawmakers, given the outcome with the midterm elections, to chip away at abortion access in this country,&#8221; Newman writes. Newman adds, &#8220;During the campaign season, the health care reform law (PL 111-148) provided a perfect foil for anti-choice candidates who needed to find something about abortion to grab onto, as the larger public discussion focused on the state with the economy.&#8221; These candidates and the groups that supported them &#8220;dug deep into the intricacies of the well being care law and pulled out connections between state-created health exchanges (with federal funding), private insurance coverage, and females who may use a combination of both to build some mighty shaky bridges between abortion care and taxpayer money,&#8221; Newman writes. Pollitt &#8220;gives a great run-down of where she thinks anti-choice lawmakers and supporting groups will focus this session&#8221; and &#8220;provide[s] some relief&#8221; when she notes that abortion-rights supporters likely &#8220;made the difference&#8221; in some races, she continues. &#8220;It&#8217;s good to know that pro-choice females hold the key, as long as we use it,&#8221; Newman concludes (Newman, RH Reality Check, 11/11).</p>

<p> The Linked Press/Chicago Tribune: &#8220;The University of Louisville took an initial step Thursday toward merging its wellness care method with two large wellness care providers in a potential partnership to combat Kentucky&#8217;s persistent medical woes. UofL trustees authorized university President James Ramsey to sign a letter of intent aimed at combining UofL Well being Care with Jewish Hospital &#038; St. Mary&#8217;s HealthCare/Jewish Hospital HealthCare Services and Catholic Health Initiatives and its Kentucky-based operation, Saint Joseph Wellness Method. &#8230; Ramsey touted the partnership as a way to strengthen UofL&#8217;s research, medical teaching and outreach in lean budgetary times. &#8230; Health-care analysts point to a national trend of hospital mergers&#8221; (Schreiner, 11/11). </p>

<p>The Des Moines Register: &#8220;Iowa abortion opponents say they will work to block a Nebraska abortion provider from opening a clinic in Council Bluffs. Dr. LeRoy Carhart has been the center of controversy for years simply because he performs late-term abortions. This week, he told reporters that he intends to open clinics in Council Bluffs, Indianapolis and the suburbs of Washington, D.C. Nebraska has a new law banning abortions after 20 weeks of gestation&#8221; (Leys, 11/12). </p>
<p>The Associated Press/Washington Post: &#8220;A Nebraska doctor who is one of few within the U.S. performing late-term abortions said Wednesday he wants to ensure more females have access to the procedure by expanding to states where it remains legal. &#8230; Carhart&#8217;s expansion plans trouble anti-abortion groups, but those groups also say his plans are a sure sign that Nebraska&#8217;s new restrictions on abortion after 20 weeks of pregnancy are working. &#8230; [Nebraska's] law departs from the standard of viability &#8212; generally considered to be between 22 and 24 weeks &#8212; established by the 1973 Supreme Court ruling in Roe v. Wade&#8221; (Funk, 11/10). </p>
<p>The News Service of Florida/Miami Herald: &#8220;A veto override planned by Florida&#8217;s Republican legislative leaders is driving a wedge between major GOP donors, with business groups and well being care giants Wednesday renewing their fight over a prescription drug bill. &#8230; supporters say [the bill] will save private companies $34 million in workers&#8217; compensation costs by reducing prescription costs. &#8230; The legislation was approved last spring 38-0 within the Senate, and by the House, 120-0. But even [Barney Bishop, of Connected Industries of Florida] said the toughest provisions with the bill &#8212; which limits doctors&#8217; ability to distribute repackaged prescription drugs to injured workers &#8212; were added late by way of his organization&#8217;s lobbying&#8221; (Kennedy, 11/11). </p>
